Wooden Shoe Tulip Festival Forty acres of tulips in full bloom, just 30 minutes south of the city — this one's worth the drive every single year. Holi — Portland's Festival of Colors Free, joyful, and absolutely covered in color: Portland's Holi celebration brings the whole city together at Pioneer Courthouse Square for a unifying color throw, music, and all-around good energy.
